Do police Actually solve crimes?

When you establish the criteria for solving a crime such as a burglary or theft, as 1. Catching the criminal, 2. Returning the stolen property to the victim, and 3. Incarcerating the criminal as to prevent them from repeating offense, what is your local police dept. success rate in relationship to dollars/taxes spent? And are your local police any more or less effective at resolving murders, s or kidnappings?
